1. PURPOSE

1.1   The purpose of the Bowl Tasmania South’s Code of Conduct is to describe the type of behaviour that Bowls Tasmania South (BTS) is seeking to promote and encourage its registered players and supporters to adopt.

1.2   A further purpose of this document is to expand and explain, more fully, references to a Code of Conduct in Section 1 of the BTS Conditions of Play for Domestic Competitions.

1.3   The Code complements BTS’ Disciplinary Policy, especially in regard to the formulation of official complaints of contrary behaviour, submitted to BTS on its Infringement – Player Report.

2. GOVERNANCE

2.1   The code shall be known as Bowls Tasmania South’s Code of Conduct. The Code shall govern the conduct of all persons formally associated with Lawn Bowls within the southern region of Tasmania for which Bowls Tasmania South is the Controlling Body. In particular, the Code shall apply to:

(a) Persons participating in BTS-sanctioned events;
(b) Officials and support personnel assisting and/or conducting BTS events;
(c) Athletes, coaches, managers and support staff of BTS representative sides; and
(d) BTS-appointed Delegates representing BTS in an official capacity.

3. KEY PRINCIPLES

3.1   BTS wishes to operate in an environment where people show respect for others and their property. Respect is defined as consideration for another’s physical and emotional wellbeing and possessions, to ensure no damage or deprivation is caused to either.

3.2   BTS wishes to operate in an environment that is free from harassment. Harassment is defined as any action directed at an individual or group that creates a hostile, intimidating or offensive environment (refer to Australian Sports Commission Guidelines for Harassment-Free Sport).

3.3   BTS wishes to operate in a non-discriminatory environment, where respect for the rights, dignity and worth of every human being, within the context of the activity, is treated with respect regardless of gender, ethnic origin or religion.

3.4   Persons to whom this Code applies acknowledge and agree to comply with the disciplinary and grievance provisions promulgated by BTS.  If any disciplinary action is taken, persons directly affected shall be given the opportunity to participate in those proceedings and the right of appeal against any adverse decision they may suffer as a result of those proceedings.

3.5   BTS accepts the right of all persons to engage in social media activity but expects that such activity is conducted in a respectful, factual manner free from inflammatory comment and statements that denigrate the good standing and reputation of others.

4. KEY ELEMENTS

4.1   All persons who are bound by this Code shall:

(a) Act in a manner which is compatible to the interests of BTS;
(b) Accord people involved in Lawn Bowls with appropriate courtesy, respect and regard for their rights and obligations;
(c) Treat people’s property with respect and due consideration of its value;
(d) Show a commitment to BTS’ Conditions of Play for Domestic Competitions, and BTS/BTAS/BA policies, rules, procedures, guidelines and agreements;
(e) Uphold the good standing and reputation of Lawn Bowls in Southern Tasmania; and
(f) Observe and comply with BA policies relating to Logo, Smoking, Use of Electronic Devices, Match Fixing and Doping.

5. UNACCEPTABLE BEHAVIOUR

5.1   The following list provides examples of behaviour deemed to be unseemly and detrimental to the inclusive image of Lawn Bowls in Southern Tasmania:

(a) “Sledging” of other athletes, officials or event organisers. Sledging is defined as a statement that is deemed to denigrate and/or intimidate another person, or behaviour likely to constitute emotional abuse;
(b) Inappropriate use of unwelcome, physical force or contact of another athlete or match official;
(c) Refusal to accept and/or abuse of match officials in the performance of their lawful duties;
(d) Statements which are deemed to denigrate the group that an individual is representing;
(e) Any form of harassment of athletes on the basis of their gender, religion, ethnicity, disability;
(f) Using social media to make inflammatory comment on bowls matters which may be considered inflammatory, denigrating of match official, and of bringing the integrity, honesty and impartiality of match officials and/or administrators into disrepute;
(g) Excessive use of alcohol, acting in a way that becomes a public nuisance, or creating a public disturbance;
(h) The use of or encouragement of the use of banned substances;
(i) Any type of match fixing, gambling, betting or organisation of betting at any lawn bowls event, while competing, officiating or undertaking a management role; or
(j) Any other verbal or physical action that is considered by others to be detrimental to the good standing of the game of bowls within the southern Tasmanian sporting community.
