Statewide Challenge – Roles and responsibilities

1. Bowls Tasmania’s Selectors (South)

Bowls Tasmania appoints a State Selector from each reason for the following State sides:

  • Open Men
  • Open Women
  • Senior Men
  • Senior Women
  • Juniors
  • Bowling Arm

The person appointed as a Bowls Tasmania Selector (South) for each of the above roles will automatically become the chair of the leadership group formed to select, coach, and manage the equivalent Bowls Tasmania South (BTS) Statewide Challenge (SWC) side. 

Bowls Tasmania Selectors (South) will be undertaking Bowls Tasmania Selector duties on the day of Statewide Challenge competition, and are consequently prohibited from:

  • playing in any BTS sides for which they have a responsibility for selections, or
  • acting in any capacity (for example, as coach or manager) for the regional side on the day of Statewide Challenge competition.

Leadership Group

The leadership group for a Statewide Challenge (SWC) side will comprise:

  • The Chair – the BowlsTAS Selector (South)
  • 2 Selectors
  • 1 Manager
  • 1 Coach

Appointment of Selectors, Coaches and Team Managers

In the first instance, the chair for the leadership group will have the duty of forming her/his panel of selectors (up to 2 selectors) and obtaining nominees for the roles of Team Manager and Coach.

  • The chair will ensure, to the extent possible, that their nominees will be independent of the leadership group.
  • The chair will ensure all selectors, coaches and team managers hold a current Working with Vulnerable People (WWVP) card.
  • When the nominees for Selector, Team Manager and Coach are in place, they will inform the BTS Secretary.

If a chair is unable to nominate persons for all positions the BTS Secretary will initiate an Expression of Interest process to fill any vacancies.

Duties of the Chair of the leadership group

The Chair of Selectors and shall be one of the Selectors.  They will:

  • Chair and convene all necessary Selector meetings.
  • Invite the relevant coach to contribute to the discussion and to present any written observations.
  • In all instances when a member of the BTS representative side is subsequently excluded from the side, explain the reasons to the player in private conversation prior to the public announcement of the team.
  • Submit the side selected to represent BTS to the BTS Secretary in a written form.
  • Provide the side selected to the BTS Team Manager for entry into BowlsLink.

2. BTS Selectors

The aim of the BTS Selector is to ensure that:

  • the best possible players/sides are selected to represent the South at Statewide Challenge (SWC) events, and
  • such selections are carried out in a fair, impartial, and organised manner.

Eligibility Criteria

A position of selector shall be open to any bowler registered with BTS.   Parents or guardians of BTS players cannot apply for a position of Selector.  It is BTS preference that selectors, managers, and coaches of BTS representative teams are not players in those teams, however, if no other suitable nominations are received then BTS will accept players who are also selectors, managers, or coaches.

  • BTS Selectors must have a current Working with Vulnerable People (WWVP) card.
  • It is desirable for selectors to have completed the Bowls Australia Selectors Module.

Selection Criteria

When considering possible candidates for the position of BTS Selector the following criteria will be considered:

  • Personal attributes of respectability, good reputation, leadership skills, discretion, and acceptance of commitment.
  • Relevant experience in selection at club or higher level.
  • Experience in playing bowls at a high level.
  • Coaching and umpiring experience and qualifications.

Where any of the Selectors becomes, or is, unable to meet their responsibilities, a replacement Selector will be appointed.

Duties of BTS Selectors

All selectors must participate in selecting the best side/squad from the players available. Selectors shall:

  • Attend all Southern trials and practice sessions.
  • Assess each player during practice sessions.
  • Be familiar with the individual performances of current BTS players in BTS events.
  • Be aware of individual performances of previous and potential players in BTS events.

Player Selection Criteria

The Selectors have the discretion to interpret the following criteria and apply them in their best judgement.  

  • The bowling ability and potential to succeed at the highest level of bowls.
  • The potential to attain the degree of physical fitness and skill to enable a high degree of performance in all competitions or events.
  • The ability to play in changing conditions and venues.
  • The willingness and compatibility to work with coaches and other players.

It is recognised that selection in bowls is very subjective and accordingly the Selectors have an overriding discretion in the selection of players.

Player Selection Procedure

The following procedures apply to the selection of all squads including the BTS junior squads, development squads and BTS squads:

  • The deliberations of the Selectors must be kept confidential.
  • Selectors will select players having regard to the selection criteria.
  • A majority decision is required however, once decided, the decision should be regarded as unanimous.
  • The selectors may add or remove a player from a squad because of unavailability of a chosen player or extenuating circumstances prior to an event.

3. BTS Team Manager

Eligibility Criteria

To be appointed a Team Manager, the applicant must:

  • Have demonstrated people and leadership skills.
  • Have good communication and interpersonal skills.
  • Be able to represent BTS in a professional manner.
  • Be able to work co-operatively with the other officials and the BTS Board.
  • Have a familiarity with BowlsLink competition modules.

BTS Team Managers must have a current Working with Vulnerable People (WWVP) card.

Duties of the BTS Team Manager

Team Managers should:

  • Assist with preparations necessary to clothe, transport and accommodate BTS representative teams at events.
  • Ensure team unity, discipline, and morale and that the team represents BTS in a professional manner.
  • Provide whatever assistance is necessary to ensure the health, safety and wellbeing of team members.
  • Ensure players are aware of, and abide by, the BTS Player Code of Conduct.
  • Ensure players wear the correct attire.
  • Enter teams into BowlsLink.
  • Print, distribute to players and collect BTS Travel Claim forms when playing in either North or North West.
  • On return to Hobart, present completed Travel Claim forms to BTS Secretary for processes.
  • Following an event, present a written report on players’ behaviour, event organisation, travel / accommodation arrangements, and results.
  • Organise team meetings and debriefing sessions as required.

If a Team Manager is not appointed, the above responsibility rests with an appointed member of the BTS Board.

4. BTS Team Coaches

A coach may have responsibility for more than one playing group.

Eligibility Criteria

BTS Coaches must have a current Working with Vulnerable People (WWVP) card.

It is desirable that all coaches have completed the Bowls Australia Club Coach accreditation.

Duties of a BTS Coach

  • Liaise with the relevant BTS selectors and assist with coaching programs and selections.
  • Develop coaching programs for BTS teams including planning considerations and team tactics.
  • Develop coaching programs for potential BTS players.
  • Submit an annual report to BTS.
  • Submit reports to the BTS Selection Committee as required.
  • Attend all BTS trial games.
  • Travel with BTS teams, assist the Team Manager(s) and be the team tactician.
  • Develop coaching programs for any Development Squad or potential BTS players.
  • Liaise with the BTS Junior coaches.
