Charter – Conditions of Play Committee
SYNOPSIS
By this instrument, per Rule 23 of the BTS Constitution, the BTS Board establishes the Conditions of Play Committee.
The Conditions of Play Committee is to decide the rules necessary to appropriately govern any competitions for which Bowls Tasmania South (BTS) is the controlling body in accordance with Laws of the Sport of Bowls Rule 57.2.

2. PURPOSE OF THE COMMITTEE
2.1 To decide the conditions of play necessary to appropriately govern any competitions for which Bowls Tasmania South (BTS) is the controlling body.
3. AUTHORITY
3.1 The Committee is empowered to review the BTS Conditions of Play applicable to BTS competitions after the completion of each lawn bowls season.
3.2 Conditions of Play must include, per Appendix A.1 of the Laws of the Sport of Bowls:
(a) all parts of Appendix A.1.3, and
(b) any parts of Appendix A.1.4 that are appropriate to include.
3.3 Conditions of Play for all BTS competitions must be freely available to all affiliated bowlers prior to the commencement of any competition governed by those rules.
4. RESPONSIBILITIES

5. POST-SEASON PREPARATIONS
5.1 The BTS Secretary will collate a list of matters related to Conditions of Play that have been discussed at BTS Board meetings during the previous season.
5.2 Such matters, whether referred to the Board by clubs or initiated by Board members, will be listed in the BTS Board meeting minutes with βACTION: COP Committeeβ.
5.3 The consolidated list will be distributed to Committee members once membership is finalised following the BTS Annual General Meeting.
6. TIMEFRAMES
6.1 The Committee will meet as soon as possible after the BTS Annual General Meeting each year to undertake a review of the BTS Conditions of Play.
6.2 The Committee will produce DRAFT Conditions of Play documents for the forthcoming season in time for consideration at the BTS Board meeting held in August.
6.3 The Board may ratify the DRAFT Conditions of Play documents immediately or ratify them subject to minor amendment.
6.4 The BTS Secretary will produce a FINAL DRAFT version of Conditions of Play and distribute digital copies to each affiliated club by 1 September.
6.5 The Committee will conclude its work with the publication of the approved Conditions of Play in early October. It may be reformed if required by paragraph 8.2.
7. INPUT FROM CLUBS
7.1 Clubs may make submissions regarding the FINAL DRAFT Conditions of Play to the BTS Secretary in time to be considered at the pre-season BTS Delegates meeting.
7.2 Amendments, if any, arising from the pre-season Delegates meeting will be incorporated into the Conditions of Play unless vetoed by the BTS Board.
7.3 If the BTS Board vetoes a proposed amendment, it must communicate the reasons for their decision to affiliated clubs.
7.4 The approved version of the Conditions of Play for the forthcoming season will be distributed by the BTS Secretary to affiliated clubs by the first week in October.
8. AMENDMENTS DURING A SEASON
8.1 The approved Conditions of Play, as distributed to affiliated clubs, will not be subject to further amendment once BTS competitions commence.
8.2 The Board may, from time to time, develop and circulate special conditions to address specific exceptional circumstances that arise during the season and that require urgent attention.
8.3 Any additional conditions introduced by the BTS Board:
(a) will not negate the intent of a Condition of Play already in place, and
(b) must be considered by the Committee for inclusion in the following seasonβs conditions.
9. COMMUNICATION WITH THE BOARD
9.1 The BTS President will report on the progress of the Committee to the BTS Board at each meeting after the Committee is formed.
9.2 The BTS Secretary will add matters for discussion to the BTS Board meeting agenda as required.
10. MEETINGS
10.1 The Committee will meet as often as required between June and October.
10.2 Minutes of meetings are not required. All decisions will be incorporated into the DRAFT Conditions of Play to be presented to the BTS Board.
10.3 Each Committee member will have one vote only. The presiding officer will not have a casting vote. An even number for and against will see the matter being voted upon defeated.
10.4 All members must declare their interests when discussion will directly benefit a specific cohort (and not the whole) and they are in that cohort.
10.5 The Presiding Officer may call upon a person not on the committee to provide βexpert opinionβ if a matter under discussion requires such advice.
