1. Rationale

  1. Bowls Tasmania South, by definition in the Laws of the Sport of Bowls, is the Controlling Body of all events over which it has immediate control and as such is required to decide on what Conditions of play are necessary to govern each of its competitions (Laws of the Sport of Bowls, Definitions, A (Control), and Law 57.2.1).
  2. Conditions of Play for all Bowls Tasmania South competitions must be freely available to all affiliates prior to the commencement of any event under its direct control (Laws of the Sport of Bowls, Appendix A.1).
  3. Conditions of Play must include all parts of Appendix A.1.3, and any part of Appendix A.1.4 of the Laws of the Sport of Bowls that are appropriate to any competition or competitions under the direct control of Bowls Tasmania South.

2. BTS Conditions of Play Committee

  1. The BTS President, Secretary, Chair of the BTS Match Committee and the BTS Officiating Panel’s nominee shall form the BTS Conditions of Play Committee, hereinafter referred to as “the Committee”.
  2. The Committee shall be empowered to review the BTS Conditions of Play for Domestic Competitions document after the competition of each BTS Pennant season.

3. Delegated tasks

  1. The Committee shall meet as soon as possible after the BTS Annual General Meeting each year to undertake a review of the BTS Conditions of Play for Domestic Competitions.
  2. The BTS Secretary will collate and distribute to the members of the Committee a list of Conditions of Play-related matters that have been discussed at Board meetings during the previous year, either referred to the Board by clubs or initiated by Board members, and having been designated “for the attention of the BTS Conditions of Play Committee” in the official minute record of a monthly Board meeting.
  3. The Committee will produce a draft of BTS Conditions of Play for Domestic Competitions for the forthcoming season in time for consideration at the Board’s monthly meeting in July each year, at which time the Board may ratify the document immediately, or ratify the document subject to minor amendment.
  4. The Committee will any amendments requested by the Board and then present a final draft of the BTS Conditions of Play for Domestic Competitions to the BTS Secretary before the end of July each year.

4. Input from Clubs

  1. The BTS Conditions of Play for Domestic Competitions, having been endorsed by the Board, will be produced in a final format by the BTS Secretary, with any amendments or additional clauses being identified in bold text, who will then distribute copies to each affiliate bowls club in early August each year.
  2. Clubs shall have an opportunity to make submissions to the BTS Secretary regarding any concerns they may have with any of the new/amended clauses of the BTS Conditions of Play for Domestic Competitions to be considered by the Board within reasonable time prior to the BTS Delegates’ meeting held pre-season.
  3. The Board may consider any input received from clubs in regard to specific clauses in the Conditions of Play document, at the conclusion of which the Conditions of Play for Domestic Competitions for the coming BTS Pennant season shall be considered complete.
  4. Printed copies of the final version of the Conditions of Play for Domestic Competitions for the coming BTS Pennant Season will be prepared by the BTS Secretary for distribution to all clubs at the pre-season BTS Delegates meeting each year.
  5. If specific clauses of the Conditions of Play for Domestic Competitions remain in dispute then a minimum of five clubs may use Rule 9.1(c) of the BTS Constitution to cause the calling of a Special General Meeting to consider a motion to either disallow, amend or repeal any specific clause (or clauses) of the BTS Conditions of Play for Domestic Competitions to which they object. Such clauses shall remain unchanged until a meeting of the Association is held, immediately after which any change to the Conditions of Play for Domestic Competitions will reflect the decision of that meeting.

5. Further amendment during a Pennant season

  1. Except for changes to the BTS Conditions of Play for Domestic Competitions that may occur in accordance with C.3 above, the document will not be subject to further amendment once the BTS Pennant Season has commenced.
  2. The Board may determine, from time to time during a pennant season, the development of special conditions that are necessary to address specific exceptional circumstances that may arise during a pennant season and that require urgent attention. Notwithstanding this, any additional condition introduced by the Board will not negate or alter any Condition of Play already in place.
